Energy Safe Victoria (ESV) is the Victorian Government Statutory Authority responsible for the safety and technical regulation of electricity, gas and pipelines for all Victorians. This role is within our Gas & Pipeline Infrastructure Safety (GPIS) team that sits within the wider division of Gas & Pipeline Safety and Technical Regulation. GPIS has the responsibility of ensuring that the public are protected from health and safety risks resulting from the construction and operation of licensed pipelines. Additionally, the team ensures the safety of the conveyance, sale, supply, measurement, control and use of gas and other hydrocarbons.
About the role:
Reporting to the Manager, Gas & Pipeline Infrastructure Safety, the Senior Engineer will be responsible for providing technical guidance and ensuring compliance to legislation and the relevant Australian and International Standards by reviewing the effectiveness of compliance documentation and advising of breaches to technical design, construction and operation of asset integrity and management. Additional responsibilities include, but are not limited to:
- Conduct Safety Case evaluations to completion within required timeframes and provide recommendations.
- Lead and and/or participate in systems audits to confirm stakeholder compliance with Construction Safety Management Plans, Compliance systems and to test, challenge and expose the sustainability of stakeholder , practices and controls.
- Prepare reports into the technical compliance of regulated entities and assist in the development of audit scope. Develop, document and continuously improve an ESV position of appropriate Licensed Pipeline asset management strategies, risk management practices and controls.
- Provide authoritative technical/regulatory safety advice and guidance to industry, management and the public on infrastructure safety matters, including changes to relevant regulations, standards, codes and practices.
- Participate in the development, implementation and maintaining of systems, processes and procedures, and effective data management to enable ESV to test, challenge and expose the sustainability of Licensed Pipeline systems, practices and controls
- Lead and/or provide assistance with the investigation of natural gas events and incidents
To be considered for this role you will:
Have excellent stakeholder management experience to be able to effectively manage relationships with internal and external stakeholders. With a minimum of 10 years' experience and a tertiary qualification in either Engineering or equivalent, you are technically proficient in licensed pipeline principles relating to construction, commissioning and operation. You are experienced in, or have had exposure to quality assurance and risk management. Likewise, you have excellent knowledge of legislation, regulation, standards, codes and practices relating to risk management methodologies, pipelines and energy safety. Experience with regulatory practice, auditing or having been a Lead Auditor will be favourably considered.
